The University is an academic community. Its fundamental purpose is the pursuit of knowledge. Like all other communities, the University can function properly only if its members adhere to clearly established goals and values. Essential to the fundamental purpose of the University is the commitment to the principles of truth and academic honesty. Accordingly, The Code of Academic Integrity and the Code of Student Conduct are designed to ensure that the principles of academic integrity and community standards are upheld.

While all members of the University share this responsibility, The Code of Academic Integrity and the Code of Student Conduct are designed so that special responsibility for upholding the principle of the University lies with the students. "The biggest educational challenge we face revolves around developing character, conscience, citizenship, tolerance, civility, and individual and social responsibility in our students. We dare not ignore this obligation in society that sometimes gives the impression that virtues such as these are discretionary. These should be a part of the standard equipment of our graduates, not options." - National Association of State Universities and Land Grant Colleges ("Returning to Our Roots: The Student Experience." 1997). The University Student Judiciary is composed of over 100 undergraduate and graduate students at the University of Maryland, College Park. There are six branches of the USJ including the Student Honor Council, Central Judicial Board, Community Advocates, University Appellate Board, Resident Judicial Board, and the Education Team.
